Martin should propose mixed unions water waste

One year after the episode Jean Sarkozy, it is a less media but very strategic battle held today in defence. The Epadesa, the new public facility to build the first European business quarter in place of the Epad - which covered its historic perimeter - and the Epasa - who had authority over the territory of Nanterre-, shall elect its President. The scope of this vote is therefore quite different from that of the past year, as the territory covered by the Epadesa expanded this summer by Government Decree 479-564 hectares.

A territory that would well lead Joëlle Ceccaldi-Raynaud, last President of the Epad and Mayor UMP of Puteaux, as Patrick Jarry, Mayor FCP of Nanterre and President of the Epasa. The first claims to have "managed to take a large part of the objectives" of the estate blueprint of the defence, which it denies it down despite the abandonment of the flagship project of the Signal Tower. "We had felt the effects of the crisis, but since six months is over," she says. Supported by the State, of which it has applied the program line, it is given favourite, as the new Board of Directors has 6 representatives of the State. It, Patrick Jarry, who had already opposed to Jean Sarkozy and the extension of the defence, the outsiders to play again and presents itself as the voice of the communities. "Developers and the State, we must play the collective", says the man who will also be the head of a new Union of studies involving five communes bordering of defence... except Puteaux.

Beyond the inevitable political rivalries, French communities are increasingly brought to play the card of cooperation. Several intercommunalités are are reinforced in recent months. In addition, the appeal of Nicolas Sarkozy, the right seat now massively to Paris metropolis, agora of communities by Bertrand Delanoë. Monday, 19 new municipalities of right there will be accepted, bearing strength at 170 - 40 of right - against 110 in the spring. It will also develop under its statutes, a first President of right, Jacques j.-p.. Martin, Mayor UMP's Nogent-sur-Marne, one of the first in his camp to have acceded to this structure. "The Assembly will be rebalancing politically and geographically," he welcomed.

More governance

The first sessions will be devoted to the integration of these new members, which no one is still the true wishes of involvement. Soon, however, a question should reappear: Paris metropolis should strengthen its powers as the existing assemblies in foreign cities Grand Paris Act increased its legitimacy by making compelling its opinion on the supermétro route. But for the rest, it is still only a Union of studies that some concerned elected officials of their fiefdom does want don't grow too quickly. Paris, by the voice of his assistant Pierre Mansat, would like to go further in governance. "We might experiment with the transfer of expertise in housing, culture and economic development, and building a G27 bringing together the local executives," he says. Jacques j.-p. Martin should propose mixed unions (water, waste...) a joint reflection on their directions to "ten or twenty years." For the rest, he said carefully, "we are not yet ready."
